Most young children who drown in a home pool were never meant to be in the water. They were inside the house a minute earlier. Nobody was swimming. The gate looked shut. That is the pattern behind roughly 70% of toddler drownings, which happen during what drowning-prevention researchers call non-swim time. The figure is attributed to Safe Kids Worldwide and carried in the National Drowning Prevention Alliance's data summary. It changes what the fifteen tips below have to be about. Watching your child in the pool matters, but it does not address the situation that kills most of them, which is a child reaching water when no adult expected them to.

I am a fire life safety consultant, not a paediatrician or a swim instructor. What I do for a living is verify that barriers, self-closing gates and headcount systems still work when nobody is watching them — across fifteen years and around 180 workplaces. A pool gate fails exactly the way a fire door fails. That is the part of this I can speak to with authority, and it is the part almost every parenting article leaves out. For the clinical guidance on supervision and swim lessons I have cited the people who own it.

Why the layers matter more than the list

No single control on this list prevents drowning on its own, and every credible body that publishes on this — the WHO, the AAP, the Consumer Product Safety Commission — says the same thing in the same words: layers of protection. The reason is not caution or hedging. It is that each layer fails in a different way, and the failures are independent. A fence fails when someone leaves the gate propped. Supervision fails when the phone rings. Swim skills fail when a two-year-old panics face-down in 200 mm of water.

The value of thinking in layers is that it tells you where to spend money and attention first. Barriers work while you are asleep, distracted, or not home. Supervision only works while you are actively doing it. That is not an argument against supervision — it is an argument for not relying on it alone, which is what most families do.

The list that follows is grouped by layer for that reason. If you only do part of it, do the barrier part.

Layer 1 — The barrier (tips 1–6)

This is where the evidence is strongest and where the competing advice is vaguest. Almost every guide tells you to install a fence. Very few tell you what the fence has to measure. The measurements are the entire point. A barrier 100 mm too low, or with a gap 20 mm too wide, is not a partial control — it is a delay of a few seconds.

1. Fence all four sides, isolating the pool from the house

Isolation fencing surrounds the pool itself. Perimeter fencing surrounds the property, which means the house forms one side and any door in that wall is an unlocked route to the water. Thompson and Rivara's Cochrane systematic review found the odds ratio for drowning in an isolation-fenced pool at 0.17 compared with three-sided fencing — an effect size you almost never see in injury prevention. Against no fence at all, the same source puts the odds ratio for drowning or near-drowning in a fenced pool at 0.27 (95% CI 0.16–0.47).

If your pool is fenced on three sides with the house as the fourth, you have the weaker version of this control, and retrofitting the missing side is the highest-value thing on this page.

2. Get the dimensions right

Barrier specifications differ by country, and the differences are real rather than cosmetic. One caveat before you use the table. AS 1926.1-2012 is a standard called up by state legislation in Australia. CPSC Publication 362 is guidance rather than a mandatory federal standard, though many US states and municipalities have written it into their building codes. Either way, confirm your local requirement before you build, because your council or municipality enforces its own adopted edition. The two most widely referenced sets:

Two measurement errors account for most of the non-compliances I would expect an inspector to find. Height is measured from the finished ground surface, not from the plan — new paving, a garden bed or mulch delivered two summers later quietly reduces it. And the gap is measured on the outside face, the side a child approaches from.

3. Keep the non-climbable zone genuinely clear

The non-climbable zone is the band of clear space beside the barrier where nothing can act as a foothold. It is the requirement that degrades fastest, because it is defeated by ordinary domestic life rather than by neglect: a pot plant, a planter box, a wheelie bin, a cooler, a stack of pool chairs, a trampoline that got moved for mowing.

This is the same failure I write up constantly in industrial settings under a different name. Barriers do not usually fail because someone removed them. They fail because someone put something next to them. A 1200 mm fence with a 400 mm crate against it is a 800 mm fence.

The items I would check for in the 900 mm zone, on both sides of the barrier, are:

  • Anything with a rigid horizontal surface — planters, bins, eskies, storage boxes, air-conditioning condensers
  • Garden features that grew into the zone — shrubs stiff enough to take weight, tree branches, climbing frames
  • Furniture that migrates — outdoor chairs are the most common offender because they get moved daily and returned approximately
  • Landscaping that raised the ground — new turf, decking, retaining walls built after the pool

4. Treat the gate as a device that degrades, and test it every time

A self-closing, self-latching gate is not a fixture. It is mechanical hardware with a spring, a hinge and a latch, all of which weaken gradually in a chlorinated, salt-laden, UV-exposed environment. Nothing announces the failure. The gate simply starts needing a small push, then a smaller one, then it rests against the latch without engaging.

I have spent most of my career verifying self-closing devices on fire doors and egress gates for Wormald, Chubb and Kidde, and the finding I write up more than any other is a closer that no longer closes from the resting position. The device works fine when tested from a wide swing, which is how people test it. It fails from 100 mm out, which is how children leave it.

The test takes ten seconds. Open the gate to a wide angle and release — it should close and latch. Then open it just 50 to 100 mm and release. If it does not latch from there, the gate is not working, regardless of what it does from wide open. Run that test at the start of every swimming season and any time the gate has been left open for a while, because propping it deforms the closer.

5. If a house wall is part of the barrier, every door and window is an access point

Where the dwelling forms one side, every door with direct access to the pool becomes part of the barrier. Each one needs its own protection: an alarm meeting UL 2017, a compliant power safety cover, or self-closing and self-latching doors. Include the openings people forget: the laundry door, the sliding door that never quite catches, and the window a child has learned to open.

The one to take most seriously is the pet door. The CPSC's position is blunt on this point: never have a pet door where it leads directly to a pool or other backyard water, and locking it is not sufficient. Children fit through them, and they have drowned after doing so.

6. Empty and store portable pools, paddling pools and buckets

Inflatable and portable pools sit outside most fencing legislation and drown children anyway. Empty them after every use, store them upside down, and apply the same discipline to buckets, tubs, eskies of melted ice and anything else that holds water. A child under two can drown in depths that look trivial to an adult.

Layer 2 — Supervision (tips 7–10)

Supervision is the layer everybody believes they are already doing well, which is precisely why it fails. The AAP's June 2026 policy statement defines the standard as close, constant, attentive and competent, and each of those four words is doing work. Constant rules out glancing up periodically. Competent means the supervising adult can actually swim, recognise distress, and start CPR.

The thing parents most often get wrong is not caring less than they think — it is assuming drowning is audible. It is not. A drowning child cannot call out, because the airway is occupied with the more urgent business of breathing. There is no thrashing and no shouting. It looks like a quiet child, vertical in the water, doing very little.

7. Name one water watcher out loud, and hand the role over the same way

Diffusion of responsibility is the core failure at any gathering with several adults present. Everybody assumes someone is watching; nobody is. The fix is that the role belongs to exactly one named person at a time, and the handover is spoken aloud — "you have the water" — the way a control room hands over a shift.

I have investigated 45+ incidents, and headcount and handover failures show up in a large share of them. Nobody was negligent. The information about who held the responsibility simply never got transferred, because it was never explicit in the first place.

8. Use touch supervision for under-fives and weak swimmers

For infants, toddlers and anyone who cannot swim competently, the supervising adult should be in the water and within arm's reach. Not on the deck. Not at the table with a clear view. Within reach, which is the only distance from which you can intervene in the few seconds available.

9. Remove the two distractions the evidence keeps naming

The AAP is specific that the water watcher's sole responsibility is supervision, with no phone use and no other tasks. Alcohol appears in the risk factors of nearly every drowning dataset published, both for the person in the water and for the person supposedly watching. If you are the designated watcher, you are not drinking, and you hand over before you start.

Rotating the role every fifteen minutes is worth doing for the same reason we rotate anyone doing sustained vigilance work: attention degrades measurably and the person losing it is the last to notice.

10. If a child is missing, search the water first

This one is counter-intuitive and it saves lives. The instinct is to check the house, then the yard, then the pool. Reverse it. Seconds spent searching bedrooms are seconds that decide neurological outcome, and the water is the place where being wrong is unrecoverable.

The four supervision rules worth agreeing out loud before anyone gets in are:

  • One named watcher at a time, with a spoken handover whenever the role changes
  • Arm's reach for under-fives and weak swimmers, in the water rather than on the deck
  • No phone and no alcohol for whoever currently holds the role
  • Rotate every fifteen minutes, because sustained vigilance degrades and the person losing it notices last

Children at higher risk

Two groups warrant additional layers rather than the same ones applied harder. Children with autism who wander are over-represented in drowning data, and for these families access control at every exit from the home matters as much as the pool fence itself. Children with epilepsy or seizure disorders carry elevated risk in all water, including baths, and need supervision arrangements set with their clinician.

Layer 3 — Detection and covers (tips 11–12)

Alarms and covers occupy a specific position in the hierarchy, and getting that position wrong is how families end up less safe while feeling more so. These are detection devices. They tell you a breach has happened. They do not prevent it, and the AAP has been consistent for over a decade that neither substitutes for a fence.

11. Fit alarms as the backup layer, specified properly

Door and window alarms on openings in the barrier, and immersion alarms in the pool, add genuine value as the layer that catches the failure of the layer above. Specify them properly rather than buying whatever is on the shelf. CPSC Publication 362 sets out what a door alarm should do. It should meet UL 2017 Section 77 and sound within seven seconds of the door opening. It should run for at least 30 seconds and reach at least 85 dBA measured 10 feet away. Its deactivation switch belongs at least 54 inches above the threshold, so a child cannot silence it.

The tone matters more than families expect. I spent two years as a detection and alarm advisor for Tyco Fire Protection Services AU, and the recurring finding on those sites was never a dead alarm — it was a live one that people had stopped hearing, because it sounded like three other things in the building. Domestic installations fail the same way. If your pool door alarm is indistinguishable from your doorbell, it becomes background noise inside a fortnight, and the one time it means something nobody moves.

12. Use a safety cover, and understand that a solar cover is not one

A safety cover is a rated product, tested and labelled to ASTM F1346, designed to support weight and prevent a child slipping underneath. A solar cover or floating blanket is the opposite: it conceals the water surface, it will not bear weight, and a child who goes onto it becomes trapped beneath it and invisible. If you use a solar cover, remove it fully when the pool is not in use rather than leaving it partly drawn.

Layer 4 — The plant itself (tip 13)

Circulation equipment is the one hazard on this list that is purely engineering, and it is the one parents are least equipped to spot. Suction outlets can generate enough force to hold a child underwater, and to trap hair, limbs and swimwear against the fitting.

13. Check the drain cover before anyone gets in

In the United States, the Virginia Graeme Baker Pool and Spa Safety Act (15 U.S.C. 8001) requires public and semi-public pools and spas to use drain covers compliant with ANSI/APSP-16, with the CPSC recognising the 2017 edition as the current successor standard. Pools with a single main drain that cannot be made unblockable also require a secondary anti-entrapment system such as a safety vacuum release system.

The legal duty falls on public pools in most jurisdictions, but the physics does not care whose pool it is. Before anyone enters, look at the drain: a cover that is loose, cracked, domed incorrectly or missing means nobody swims until it is replaced by a professional. Teach children to stay away from drains and suction outlets as a standing rule, and take this seriously in spas and shallow pools, where the fitting is close to where small bodies are.

The checks worth running before the first swim of the day take about fifteen seconds:

  • Cover present and seated, with no movement when you press it
  • All fixings tight — a cover held by two of four screws is not held
  • No cracking, warping or missing sections, which the CPSC treats as a failure of the performance standard

Layer 5 — Competence and response (tips 14–15)

The final two tips change what happens after the earlier layers have failed. They are the ones most worth investing in for older children, and the ones that travel — a child's water competence protects them at a friend's house, at a holiday rental, and at every body of water you will never inspect.

14. Start water competence early, and never call it drown-proofing

The AAP supports swim lessons as a layer of protection from around a child's first birthday, individualised to the child's developmental readiness rather than applied at a fixed age. The same guidance is unambiguous that lessons do not drown-proof a child at any age, and there is no evidence that infant lessons below one year reduce drowning.

Pair the lessons with a household rule that costs nothing: children ask an adult and have that adult present before entering water, regardless of how well they swim. The AAP names this permission rule explicitly, and it applies to confident swimmers as much as beginners.

15. Build rescue readiness before you need it

Immediate resuscitation by a bystander is one of the interventions with the strongest evidence behind it in the drowning literature, and the bystander is almost always a family member. Whatever else you do this season, get at least one adult in the household CPR-certified and keep it current.

The rescue arrangements worth having in place before the first swim are:

  • A CPR-trained adult present whenever the pool is in use, with certification renewed rather than assumed
  • Reach equipment at the poolside — a shepherd's hook or reaching pole and a throwable flotation device, mounted where they stay rather than in the shed
  • A charged phone within reach of the pool, not inside the house
  • Your street address written where the phone is, because people give the wrong address under stress and every emergency dispatcher will tell you the same
  • A rehearsed sequence — get the child out, call for help, start CPR — agreed out loud with everyone who supervises

The ten-minute pre-season barrier check

Run this before the first swim of the season and again at the halfway point. It is the same walk I have done on 180-odd sites over fifteen years, adapted to a domestic pool, and it takes about ten minutes. The order is deliberate: I check the fabric before the hardware, because a gate that latches perfectly on a fence with a hole in it tells you nothing.

Work the barrier in this order, because each check builds on the last:

  1. Walk the full perimeter and confirm the barrier is continuous with no removed panel, no gap at a corner, and no section replaced by something temporary
  2. Measure the height at the lowest point, from the finished ground surface, not from where it was originally installed
  3. Check the ground gap along the whole run, especially where soil has eroded or a gate post has shifted
  4. Stand back and look for footholds — clear the 900 mm zone on both faces, and remember furniture that moves daily
  5. Test the gate from wide open, then from 50 to 100 mm — it must latch from both
  6. Try to reach the latch from the outside, at child height, through and over the gate
  7. Check every door and window in any house wall forming part of the barrier, including the pet door
  8. Inspect the drain cover for cracks, movement or missing fixings
  9. Test the alarms and confirm the tone is distinct from your other household alarms
  10. Confirm the rescue kit is present, mounted and undamaged, and the CPR certification is current

At what age should my child start swimming lessons?

The American Academy of Pediatrics supports swim lessons as a layer of protection from around age one, individualised to the child's emotional maturity, physical readiness and health. There is no evidence that lessons before the first birthday reduce drowning. Lessons never make a child drown-proof, and supervision and barriers remain necessary regardless of skill.

Can a pool alarm replace a fence?

Fast enough that it is not a useful planning assumption. Drowning is silent — there is no shouting or splashing, because the airway is being used to breathe. Plan around preventing access and being within arm's reach, not around hearing something and responding.

Do floaties, armbands or pool noodles keep a child safe?

No. Inflatable toys and swim aids are not personal flotation devices, they deflate and slip off, and they encourage children into depths they cannot manage. Where flotation is genuinely needed, use a properly fitted life jacket that meets your national standard.

What is a non-climbable zone and why does it matter?
